Anthropic restores Fable 5 after export controls are lifted

Anthropic is bringing Claude Fable 5 back after the U.S. government lifted export controls on Fable 5 and Mythos 5. In its official post, the company says Fable 5 will return globally on July 1 across the Claude Platform, Claude.ai, Claude Code and Claude Cowork. Access through AWS, Google Cloud and Microsoft Foundry will follow as quickly as possible, while Mythos 5 remains limited to approved U.S. organizations and selected partners.

That makes this more than a routine model availability update. Earlier in June, Anthropic took both models offline after a government directive barred access by foreign nationals. Because the restriction was hard to enforce cleanly across customers and employees, the company suspended access for everyone while it negotiated with officials. The new decision reopens Fable 5 for broad use and turns a disruptive policy standoff into a test case for how frontier models may be governed.

Anthropic says the dispute centered on a report from Amazon researchers about a jailbreak that could bypass Fable 5's safeguards. The company says it has now trained an improved safety classifier aimed at that technique, blocking it in more than 99 percent of cases. If a query is blocked, users will be told and the request will be routed to Claude Opus 4.8 instead.

For AI users, the immediate result is simple: a powerful Claude model that had disappeared should become available again. For developers and companies, the bigger lesson is that model access is becoming conditional. A model can be launched, removed, restored and limited by a mix of safety evidence, government pressure and cloud distribution rules.

Anthropic is also proposing a shared framework for judging jailbreak severity with Amazon, Microsoft, Google and other Project Glasswing partners. That matters because future releases will need more than benchmark charts. They will need clear rules for what counts as a serious failure, how quickly labs respond, and when governments are allowed to intervene. Fable 5's return shows both the promise of advanced AI tools and the fragility of access when policy, security and commercial deployment collide.
